Poor filtration

I wanted to know if my filter is powerful enough for the tank. Its a "Topfin 20" and the tank is a 20g. The reason why i ask is because a layer of what seems like dust has settled on the surface and i dont know how to get ride of it. I did a 25% water change yesterday and i did another today and it didn't do squat. SO im wondering if i need to purchase a better, more powerful filter.

I've done searches on the Topfin models before. The only gph I could find for any of them was for the 60 model and that only had enough filtration for a 30 gallon, but it stated it could be used for up to a 60 gallon.

Based on that I am "assuming" that the model number(10,20,30,60) relates to the makers suggestion for the highest amount of gallons it can handle which is, in reality, only enough for half the size. By that logic a Topfin 20 can only really handle up to 10 gallons.

I would recommend an additional filter of some kind that has at least the same gph as the Topfin 20.
 
Of course, if your tank is very lightly stocked, you could get away with that filter....even though a little bigger WOULD be better...what are your inhabitants?
 
well right now, i dont have that much, 4 red eye tetras, 1 fancy guppy, a pleco, and a ghost shrimp. Im looking into getting an angel, some bumble bee gobys, and maybe a neon dwarf gourami.

A pleco? That's pretty vague. I know the LFS close to me labels all the different types with just plain "Pleco" but some get HUGE. Can you identify what type it is? Or post a picture? That one fish is a very large variable.
 
I dont know what kind it is, i wish i did, i feel so newbish. But yeah, its VERY dark bornw with gold rings around it's entire body, ive had it for quite some time now and it has grown that much, so I dont think it'll get that big.

I think that bumble bee gobies are actually brackish water fish and shouldn't go in you rtank. Even if your fish store tells you they are fresh they aren't and will quickly die in freshwater. They can get a little terriotrial as well, as can plecos so that wouldn't be a good match.
 
Well now that we've got the filtration thing out of the way, what other fish do you guys think would be good for the tank, it's pretty much a community aquarium. I was thinking maybe some swordtails, or maybe some sailfin mollies.
