While doing my routine maintanance on one of my tanks, I noticed that my Rosy Barb has both of its eyes bulging out with a clear sack around it. Water quality is perfect and the tank gets a 50-75% waterchange weekly.

I am going to fill my QT tank with water and get the filter up and running. Should I go ahead and hit it with some Maracyn 2 or maybe a salt bath?

This is my first time with this condition so I would like advice from someone who has successfully dealt with it. This tank has been disease free for over a year so this is a rare occurance.

I've used Maracyn 2 to successfully treat popye in my betta. Unlike your situation, I believe the cause in my case was related to poor water quality (a cycling tank). I had to do 2 consecutive treatments, probably because the 1st package I bought was out of date (warning--check dates on all medications before you buy!). In any case, along with vigilant water changes, Maracyn 2 eventually DID work, and the popeye has not returned (fingers crossed).

Well I put him in the QT tank with a teaspoon of epsom salt and Maracyn 2 dissolved in the water. The popeye is gone but he will go through a complete Maracyn 2 treatment before he goes into his main tank again.
