Powerhead recommendation?

I have a 29 and a 10 gallon tank and I am looking to get more water circulation without adding/changing a filter. I am told I am looking for a powerhead. I don't want to blow my plants out of the substrate just move some water across the leaves. What size and/or brand powerfilter should I get?
 
Maxijet 1200 - inexpensive, pretty quiet, moves a ton of water, add a coarse sponge to the intake (trust me on this).

or

Marineland Penguin Power Sponge Filter (a PH w/ large sponge included - slightly more expensive that the above). This one is also quiet. Both include venturi tubes and plugs so you can inject air if desired.

Both are frequently on sale online, Petco among other places.
 
A maxijet 1200 will be too much in a 10g, it's pretty "breezy" in a 29 but I didn't try to place it to reduce flow, my fish like it that way. I bought a smaller maxi but haven't tried it yet.

An expensive option is an Aqua Clear 502 (?) with an adjustable & reversible flow rate.
