I have a 55 gallon fresh tank with a currently a emperor400 filter on one side and a very small powerhead on the other side.. I am putting a Aquamaster 250 Power Filter on the other side where the powerhead is... Would that create enough water movement for the FW tank? I am wanting to use the powerhead for my SW tank but don't want to take it out if it is needed.

I have a planted tank so i dont want tooo much flow but i use a penguin 550 powerhead on my 75g, and it works well, I dont have any major stagnant areas even with the plants.

In all honesty, The emp will create plenty of water movement by itself. I think over filtration and good water movement are essential, but With the addition of the second power filter you will have more than necessary so it wouldn't at all be a problem to remove the powerhead.

If your not having any problems with your fresh water tank then I suggest you just leave well enough alone. Just get a new powerhead for your salt water tank and avoid any possible problems. :)
