PVC has a density of 1.3-1.45 g/cm3, Water has a density of 1 g/cm3. ALL PVC pipe should sink no matter how how thin or thick the wall is.

If your pipe is floating it is probably not pvc although the blue labeling is commonly used on pvc pipe. I have never run into any pvc pipe that floated.

The proper chemical for cleaning pvc pipe is acetone (nail polish remover). You can also buy this at the hardware store as "PVC cleaner" and is sold in a yellow labeled can right next to the glue in the pvc section. Acetone evaporates cleanly within seconds of use and does not leave any toxic residue.

I have a lot of impellers where the plastic piece breaks off so the magnet will spin, but the impeller won't. Pushing it down would make it contact so it would probably work while you hold it down. Sounds like what you have.
