To answer your question:
No.
1) Two 15% a week changes really isn't that much, even with a properly stocked tank. Adequate for a properly stocked tank, certainly not much more than the minimum. Many here do 50% changes once a week routinely. (A single 50% change is equal to just over four 15% changes, and is a LOT less work). If a 50% change sounds like a lot of work, go to any decent fish store, PetSmart, or bigalsonline.com and buy a "Python". This water-powered syphon makes water changes a heck of a lot easier. (No buckets!)
2) Fish require more than just clean water. They also require territory, especially with the agressive fish you have purchased.
3) Overstocking, like what your fish store does, requires massive biofiltration. Unless your tank is swirling like a Jacuzzi, you probably don't have enough to support your stocking levels once the fish grow.
