Properly setting a heater?

How would I do this? I have mine set up (kind with the knob at the top to change temp, sits in the water). but it is set to 76 and the water is definately much coler than room temp! The heater gets really warn with the light on for a few minutes.. and then turns off but the water is still frigid. Fish aren't happy with all the temp changes. It was working until I emptied my substrate out today and set the therm. up again
 
It takes a long time to get your temperature right. Depending on the size of the tank and placement of the heater. The heater will shut of and on as the water around it heats up. It is best to place the heater close to the intake of your filter. The warm water then gets circulated better.
 
Do you have the proper wattage for your tank? Do you have a thermometer so you know what the temp is at? Its possible its a faulty heater...or can't take the load.
 
What brand of heater is it? Most of the "Pre- Set" heaters are set at the factory, but realize that during shipment, the calibration can be knocked off a bit.

If you don't already have one, get a thermometer and do your own calibration for your set up. The water temp may not be exactly what it says on top of your heater, but you'll know where it needs to be set for a certain temp.
 
i have the right wattage, since the heater came with the tank. the tank is now the right temp. i also have a thermometer but that was showing a wacky reading for some reason.
 
is there water flowing past the heater? Cause it might just be warming the water right next to the heater then turning off. It's a good idea in my opinion to have an air stone or power head or something causing water movment across the heater. Hope this helps :)
