Yes, but they only work in salt water tanks.
Its my understanding that they inject bubbles and because of the surface tension of the water, they collect waste. This is probably very wrong, as I don't really know how they work.
The short answer is yes, they improve water quality, but they are pretty useless on freshwater tanks.
If you are setting up a marine tank, you can do without one, but they are very nice to have.
