The things you describe do not sound healthy, and the fins are defiantly clamped which isnt a good sign, you need to cut back on how many fish you have. "twiching" is never good.
 
it will go nuts swimming pretty fast then bouncing off the sand on it's sides like it's tryin to wipe the touch (cooties) off.

One of my loaches started doing this. Turned out to be gill flukes. Your fish has a problem.
 
Mabey I should have posted a pic with his fins open, that is just what the camera captured as he's skootin around, fins are fine and not clamping. Surely not as active as the others, I will look into the parasites tonight.

The twitching and lethary suggests flukes to me too..I would definitely suggest treating for that if you haven't done so previously. Prazi works pretty well..its also mild on the fish and doesn't harm the biofilter. Is your tank cycled? I would also do a water change to get those nitrites to 0 (these are very toxic). A fish can't get better if the enviro's not clean

I'll pick up some of this Prazi tomorrow to be on the safe side. It's not really lethargic kinda goes into a daze, right now it's swimming around scavenging for food like there's nothin wrong. A water change will be done and treatments for Fluks but I still feel there's something wrong with it's central nervous system, I wish I could post a video.
 
Well.....as of 1am it's been doin fine, been swimming with the other fish as normal. Still out swimming at 1pm. We'll see what happens threw out the week.
