Puffer needs a 'bed'!

As I'm sure some of you already know. A puffer likes to 'lay down' and take a nap. My puffer doesn't like going to the bottom of the tank, I thought maybe it was due to the shells all over the bottom. So, I moved them into a pile off to the side to give him access to the substrate. Now he is trying to lay on the jagged pile of shells. I can tell this isn't comfy for him, as he keeps laying and getting right back up. So, I'm looking for some ideas on how I could 'make a bed' for him up higher in the tank. Something that would look nice, maybe hang off the top on the inside of the tank. Any ideas/advice?
 
I've never kept a puffer, just thinking randomly and out loud here...
How about some macroalgae? My hawkfish likes to lay in the Caulerpa, seems he feels safe and comfy there. He also likes to wedge himself into the top of the nori clip; he's a little wierdo :)
