Question about floating white clumps in water

I have an eclipse 12 gallon tank that is newly cycled with 6 harlequin rasboras and a betta.

Whenever I do a water change and then pour in new water, my water get a whole bunch of white clumps floating around that disappear in like 10 minutes after I start the filter.

Do you guys have any idea what it could be? It is just a bunch of bacteria that gets disturbed when i add the new water?
 
Do you put any water softner in like Start Right or Aqua Plus.
 
Sounds like it's dead bacteria ...

i've seen something similar to that on a peice of driftwood when I misjudged my waters temp and gave it a couple degrees colder than the tanks usual temp (I finger check and 99% of the time im dead on =P)
 
Nope, i added biospira at the beginning to cycle the tank. I use prime as a water conditioner.

The thing is, i've always had it, ever since i've had the tank and used biospira to start it off. They arise everytime i pour water into my tank and then 10 minutes later, my water is crystal clear again. I even tried fishing some of it out last time with my net but it seems like more appears. It honestly looks like clumps of bacteria or something. Could it be the biospira bacteria that somehow doesn't attach properly to the decoration? Or is it more likely some other type of bacteria in the water?
 
So i think i have a columnaris infection in my tank. One of my rasboras had white stringy stuff from his mouth earlier today and now he is dead. Furthermore, 2 out of the 5 other rasboras have a white pimple on this chins. Could this white floating stuff that arises when I add water be a whole bunch of columnaris bacteria that is living in my tank that I am stirring up?

Since I had an ammonia spike today (these fish were only added like 2 days ago) I did a water change and it seemed like one of the rasboras ate some of the floating bacteria because I did not notice it on him before but right after the water change, he had a whole bunch of it on his mouth. And now he's dead...

Does anyone have any idea what i should do? Should i go get some antibiotics and just treat my whole tank and see if that kills the white stuff? Please help me out.
