Question on Native fish?

Most likely not. You should be able to keep native fish in a pond. If you want to be sure, email your fish and game department about it and they should be able to tell you for sure.
I'm almost certain you can keep fish in a pond. I used to have a half acre pond in Ohio with lg mouth bass, blue gill, and cats. I now live in california and you are not allowed to keep native fish in an aquarium, but you are allowed to have them in a pond.
 
If they are being kept in a pond, a license shouldn't be necessary. If you want to keep them in a tank, depending on the state, you might have to get a license witch can be like $300.
Then again, it's not like dfg does house checks to see if you are keeping native fish illegally.
 
The pond I am building Isn't going to be huge, just a backyard pond, maybe a 10' by 12' by 3' so I won't need too many fish.
