He's probably just got Ich...treat it by burning the cysts off the side of the fish with a hot poker.

Also to treat effectively for those symptoms, I've been successuful with putting the fish with white spots into a frying pan on full heat and sautee'ing in EXTRA VIRGIN OLIVE OIL, very important to use extra-virgin! Flip it over 3 times on each side and place back into the aquarium. Disregard any stiffness, as this will eventually wear off.
