questions on aquarium growth

The aquarium has been going for a month now, ut theres some strange substance growing in there. it looks like algea and its on the top of all the rocks suggesting growth from the power compacts. The strange thing is the color, its like a flourescent green, kind of like a hilighter. I've been cleaning brown algea off the side of glass for the past three weeks but this stuff just seems strange.
Any suggestions on what it is?

update: another 2 weeks have gone by and im still battling algae, but there is plenty of life growing in there now ie tons of "isopods" on the glass and bigger ones almost one centimeter in length on the bottom. planning on the lfs tomorrow to maybe get a protein skimmer, maybe some more live rock. Any suggestions? (the tank is still mostly the same as the pics except i spread the rocks out some more.)

another update: finding plenty of critters now. What I believe is a bristle worm, its red about 3/4 inch long and has spikes. Also a tube made of substrate with tentacles that reach out, its built its tube about 3 inches long in about a week. Also battling cyanobacteria. did a 40% water change today, and about an hour later I found what i believe is a featherduster poking out of the sand! its white with brown spots and about half an inch, any suggestions or comments would be great! (also few weeks ago found a moving blob which is growing a shell on its back so im sure its a snail.)

What do you have for flow in the tank?

Did you get a skimmer?

Do you have a shallow sand bed? or a deep sand bed?

Also it would be a good idea to get live rock if you havent already done so, and a clean up crew.

I have just the return pump and a maxijet 400 for flow i think i need another tho. i just recently set it so it hits a larger area.

I am yet to get a protein skimmer but it's at the top of list for sure. thinking red sea HOB?

My sand bed is about 3" (well its a 55g with three 20 lbs bags of live sand.)

I have one large live rock. it's the weird rock in the middle of the pic. But I know i still need more. (looks kind of bare.) I now have about 7 little black and red hermits and around 10+ snails (4 turbos, various others).
