QUICK question about cloudy water from gravel.

I must have rinsed this gravel atleast 5 times and it STILL made my tank a little cloudy. plus the fact that it was black gravel.

Now the question, is it safe to put fish into the hazy, cloudy water? Or should i wait?

I am trying to get this done within the next couple hours.

You can wait until it settles but once most of it is settled you can put the fish in provided everything else is on que such as stable water temperature and 0 ammonia,0 nitrite, and low nitrates.
