Quietest filter for a 10 gallon

tank is a simple 10 gallon hex. it is planted and has an undergravel plate with a penguin 660r. i have a whisper on it, but my roommate says it's too noisy for her and she asked me to do something. it cleans, but just isnt silent.

so what would be my options? i was looking around and like the penguin bio-wheels. i like the idea; i've seen pictures in magazines from water treatment plants that use large, similarly shaped wheels to help their systems operate. so, to me it looks cool. but is it quiet? i cant afford a canister (though i'd love to own an eheim someday!) and i've read bad reviews on those canisters from zoo-med and tom rapids....so, please advise.

The actual filter is quiet, but the sound of the water return is noisy...if you don't like water splashing. When we had our 28g in the bedroom, with two Penguins, we actually loved the sound.
 
try pulling out the UGF, i've yet to hear an air pump that was quite enough for me. then replace it with an aquaclear, those are dead silent, i seriously can't hear them even if i'm with 6" of it and unlike the whisper and penguin HOBs when the water level drops an inch or two it doesn't sound like a water fall.
 
go for Aqua clear filters.. really quiet and great media options..

I know that's the general experience, but the AC 20 I have is fairly noisy. I've tried reseating the impeller several times and cleaning its housing, but its vibration causes the lid to vibrates, and that's pretty loud. (Enough so it would keep me awake, were the aquarium in my bedroom.) However, I can minimize the noise by running the filter sans lid.

In fairness, my experience seems to be in a distinct minority.
