While it occurs a lot in many hobbyists' tanks (mine included), I don't think that it should recur often or remain for a long time. I think that it is okay in small periods with low frequencies.
It usually happens to me right after I change a filter pad, or right when I need to make a water change. Either way, the wastes in the water have outstripped the biofiltration load for the tank, and something needs to be done, be it grow more bacteria on the filter pad or get rid of the wastes in the water.
