I just wanted to ask a few basic questions about propigating rcs.

How long before they reach sexual maturity?
How long before the eggs hatch?
roughly how many shrimplets are produced in a given clutch?

Basically I want to know how long I should expect to wait before I have a small community starting with about 5 shrimp.

Any help on these questions or any tips on rcs care would be greatly appreciated.

After you notice the saddle (lighter patch on the back which is their visible ovaries) its usually about 2-3 weeks until the eggs hatch. I believe they typically have 20-30 eggs/babies at a time. I started with 10 and had about a 100 within a couple of months. They appreciate some dense planting (moss works well) and make sure your intake is covered with sponge or use a sponge filter in the tank. I keep my rcs tanks at about 76 and feed a mix of algae wafers, crab and lobster bites, and the occasional homemade food or flake. Try to keep up on your maintenance as its easy to get planaria and other critters in a shrimp only tank. Good luck!

what should I aim at as far as water parameters go?
what is planaria

They do very well in a wide range of ph/hardness. As long as the tank is cycled with 0 ammonia, 0 nitrite, and nitrates less than 20, they should do just fine.
