When adding water directly from the tap to your tank, you need to make sure that the temp of the water and the temp of tank is the same to avoid stressing your fish that could either kill it or cause it to get diseases such as ick. If you use a python like most ppl on this string, you just let the water run with a thermometer under the running water. Once you get the temp you want, you can then put the python on refill mode and let it fill up the tank.
Chlorine can be removed in an aerated reservoir after 24 hours or so. Chloramine is a different story. I use Amquel plus. It not only removes chloramines and heavy metals, it also remove ammonia, nitrite and nitrate as well as add a coating to your fish to help minimize stress.
If you live in an area where the water doesn't go up above 60 degree, then you definitely need to have a reservoir with a heater in it.
