I just got a custom sump with refugium and i need a 24" light for my fuge i'm just wondering what people woul recomment I use????

You can really use anything for a sump.. If you plan on growing any macro algae within the sump just look for something along the 6500k light spectrum.

I have a 2 foot T12 fixture can someone recommend a bulb for that fixture

You could go take a look at the petstore and see if they have a 6500 kelvin bulb.. I have seen some at my LPS.
