Can I make a refugium out of fiberglass?

Or if acrylic platic is the only option, then how much does it cost and where do you get it?

Anything that holds water and doesnt leech chemicals back into the water is fine.

You can use another glass tank, acrylic, plywood covered with marine epoxy, a rubbermaid storage bin, or a kiddie pool. Its all up to your avaliable space and budget.
