Yes, you can have a pair of clowns with an angel, no problem. 2 clowns, a pygmy angel, a tailspot blenny and/or a goby + pistol shrimp would be a nice stock list for that tank.

That sounds like a great stock list to me.

I would buy a hood, but it will cost twice as much as I paid for the whole setup! (200 for the hood) unless I can find a used one some where. Would a hood be necessary for the angel?

And orqidz, I don't have a skimmer on the tank.

dwarf angels aren't known as jumper compared to say dottybacks or firefish but on the other hand hearing about one jump isn't uncommon either. Mesh top would be inexpensive to do.
 
Put a top on it. Any fish can jump. Highly recommend the mesh top over a BC hood (only drawback is evaporation but that is the case with any open top tank). BCs are a little harder due to the curve but it can be done...

Get the mesh from bulkreefsupply.com unless you can find 1/4" mesh (not 1/2") locally.

Probably won't be getting any fish until we move, made our first offer on the house in middle of February, we will finally learn if our second offer has been accepted on Monday. It's been a cluster...
