Is it necessary to use root tabs and Flourish to fertilize? As of right now I just started out with java fern and micro sword and was planning on getting other plants soon...

Both really depend on the specifics of your tank. The more lighting you have, something like flourish gets to be a better idea. Root tabs are more dependent on the plants. Things like Swords and Crypts that feed heavily from the roots will appreciate a root tab, where as most plants can feed substantially from the water column. Of course, column feeding plants will be the ones to benefit from the liquid ferts.

I'm not sure about the micro sword (I think it would like a root tab though), but the Java Fern will be fine without any ferts IMO.

I just retrofitted 2 14W CFL bulbs (50W equivalent) onto my hood. Which number do I go by? Also, wouldn't lumens be a more accurate measure of light than watts?

Yeah I was afraid I wouldn't be able to keep the micro sword... kinda didn't like after seeing some other small plants like dwarf sag and bixla (idk how it is spelled). Do LFS usually take back plants like they do fish?

let's make sure we're all talking about in this in terms of the actual wattage and not just the equivalent (15 W vs 60 W).

How about lumens, wouldn't that be a better representation of light output than watts??? I don't think its fair to compare different lights watt for watt when (for example) an LED puts out way more light per watt than a CFL...

I've always wanted an explanation on this or a good source to read up on about this...

PAR is the best measure to go by, so I've been told. I'm currently looking into purchasing a PAR meter so I don't have my own definitive results yet.

Again PAR = Photosynthetically Active Radiation.

So for people that don't have meters.... lol
