running filters/skimmers during cycle?

Just put the shrimp in yesterday. Do I turn off my skimmer and wet dry? If so for how long and why? Shouldn't my filters run so that bacteria gets to building up in them as well? I think I've heard both, so I'm asking here to find out for sure.
