Hey, running a 4 gallon Finnex nano tank w/ 13w of light for 6 hrs a day (basically the tank/fixture kit)
Plants are a big clump of narrow leaf java fern, java moss netted to stones, annubias petit nana, crypts, & staurogyne. Couple amano shrimp.
I have a paintball CO2 setup.

What rate should I run the CO2 bubble count?

Shrimp are fairly sensitive to CO2 so the best thing to do is start really low and over the course of a week or two slowly increase it a bit each day. When you see the shrimp looking like they are having trouble, turn it down a bit and then leave it.

Do you have a drop checker? That will definitely help you get your CO2 dialed in.

Adjust the rate enough to keep the drop checker color at green or yellowish green. Have a good water circulation in the tank to keep the oxygen saturation optimal.
