The veligers are probably washed out into the ocean to develop, so it could probably be done in just saltwater.

How is there a cost in breeding snails, except for the food which can be kept for a long time?
I'm not sure how much cheaper breeding your own Zebras would be. It'd certainly be easier to just buy them, especially given the time and effort that would be required to breed your own.
