I have "play sand" in 2 of my tanks, for cleaning I just python over the top if you get right on the sand it sucks up in the tube but if you just raise the tube a little the sand comes right out. As far as stirring the sand, I just take the python (not on) and stick it down in the sand throughout the tank, or stick my hand down in it. You could get some trumpet snails, they live down in the sand and help keep the air pockets out. They will multiply like crazy though. I personaly haven't had a problem with my snails as they mainly stay under the sand until the lights are off.
