Ummm, wow. If you're paying anywhere close to that price, I'd advise you to go with something else. A bit of shopping, and you can pick up a 75, with decent lighting, for the same cost, and have many more options for fish.
Anyway--in either size tank--you'll want about 1.5 pounds of live rock for filtration. Some powerheads for water movement. If you plan on having any corals, I'd go for at least power compacts--if you just want fish and aren't worried about much of the LR hitch hikers, normal fluorescents will be fine.
In the 46, you will be able to have 3-5 fish, depending on size. Fish that stay less than 6 inches will be best--I'd probably avoid anything known to get bigger than 5 inches, myself. Some clown species, many gobies, the dwarf angels, some wrasses, will be on the list of possibilities. There are a number of inverts that you'll want as part of the cleaner crew--snails, crabs, shrimp, etc, as well.
