Well the ich sounds to have gotten in his gills and the best treatment in my opinion would be the hypo. If you don't have a refractometer you could try copper but that needs to be closely monitered and in a hospital. Clowns often don't fare well with copper either. You could try a FW bath but if the fish is already in stress right now that might do more harm than good.
 
could you do the hole tank hypo, or do you have corals and such that wouldnt be able to stand it?
 
well, first off, lower the temp back down to 80... higher temperatures can help with ich, but just as it can kill your ich, it will also kill your clown. that would be my guess as to why he is breathing so fast, not that the ich has gotten onto his gills. lower it back down and try treating with hypo. remove all yoru inverts (a FEW hermits could survive, but not always the case, snails, corals, shrimps, crabs, etc) and lower the salinity to 1.009 over the courseof 2 days or so. leave itlikethat for at least a week. or you can buy a hospital tank anddo the same thing only leave the clown in therefor 6 weeks.
 
id do what fishiness said about the hospital, buy a 10g tank, as well as maybe a small sponge filter. Fill the tank with water from your existing tank, so you dont have to wait for a cycle, then lower the salinity in that tank.
