selling plants procedure

I have gotten a lot of PMS about if I am going to sell Pelia. I have not sold anything or mailed any plants before, so my question is:

Can anyone mail plants or do I need a license?
Is it as easy as putting the plants in between wet paper napkins, into a ziplock bag, and put into a regular envelope? ( I plan to ship during spring- summer, when it isn't cold anymore)
How much is priority shipping and is it based on weight?
Do I have to tell my post office what I am shipping, such as telling they are live plants?

I live in Maryland, so unsure of any rules or regulations.

I can't think of any other questions, or any advice or help is needed.

Plants are by far extremely easy to ship compared to fish and inverts. I have sent out and got in plenty of packages. First will be how I pack, 2nd other ways to pack.

To make it easy on the person getting my plants, I place each one in its own ziplock. I add extra air into the bag so they don’t get crushed. I also make sure to dump out any extra water. You want it damp but not soaked. In the winter time its best to use heat packs. Styrofoam is also a good option. I ship USPS priority mail. I would only ship first class if someone is close or it’s a moss.

In the spring and summer time some people just use newspaper. Put tank water on it so it’s damp. Put the plants on it, roll it up, and stick it in the box. For larger plants such as big swords or stem plants this is a very good option. All plants can’t fit in ziplocks. Another option is paper towel instead of the newspaper.

When I shipped pellia I bought very small tupperware containers. Its pretty easy to crush otherwise. I am sure it could be done with the damp papertowel and baggie method, but I ddint' want it broken into pieces. AFAIK you don't need permits for pellia.
 
I would use a box. the envelopes go through a machine and will crush them. There are flat rate boxes that are not as large and 7x7x6 boxes which you can have delivered free from the post office. Just go to www.usps.com and they will deliver all the supplies.

Also what is the difference between flat rate and priority. And where do I actually calculate the total cost of the whole package?

I ordered the free priority boxes. Also when I made an account was it better to choose business or personal account? And where do you get tracking numbers when you sold items to someone?
 
Anyone can do like a step by step, from the item listed for sale all the way to it arrives to the door?

It just feels still a little wonky with all the information given, as if I will screw up the little details when I do decide to ship next year or sooner.
