Have you checked the water parameters? My next suggestion is to put him in a separate tank, if he's being harassed the fin should quickly heal and you can figure out what to do from there.

im going to do that right before the water change today. should i move him? i think itd be very hard to get him out but i can try.

I have one of those clear guppy breeders, and they are awesome for catching fish. Just Chase them into it, drop them in a cup of tank water and transfer.
