I'm in with Noto and VF on this one, for what it's worth there is no real certainty until sexual maturity but many of the budding signs are there for a male, hard to tell for sure based on the angle in the pic but it looks as though the plastron is developing a bit of the classic concave appearance as well. In my experience the males tend toward a pattern of id markers prior to making things certain:
widening tail base, low (and then noticibly lower) vent placement
plastron concavity that becomes more and more pronounced
lengthening of fron claws (can be quite dramatic)
fanning - flashing of male parts (you wont ever wonder again at that point)
