I have had no problems in the past flying either Air Canada or Westjet...sounds like someone in your local Westjet office is a bit confused.

It's been a while but I just wanted to post an update
Thank you everyone who replied for your help!! I shipped the fish from Saskatchewan to BC and they made it!
They were shipped in Kordon breathing bags with some zeolite in them, one to two fish in a bag, by Fedex. They were in a 5gal bucket in a box, to prevent any puncturing. In the end they were a whole day late! ..they were in the bags for five days in total! (4 and a half days being shipped). They all arrived alive and are now happily swimming in their tanks.
I would recommend these breathing bags to anyone!! They are wonderful!
They even look as though they can be used again, I have washed and put them away in case I ever need them again

ah, forgot that one, nope they weren't fed for about 36 hrs before they went in the bags. that is an important tip!
