I’d imagine checking the inline heater is going be difficult. It is a periodic thing, there’s times I stuck my hand in and nothing, then other times it gave me that little feeling.

First visual inspection heater seems fine but I’m going be taking it down and drying it to really inspect hardcore.

I wouldn't rule out the heater, depending where a problem may lie.

But if nothing else, I would get a ground probe for the tank.

If there is no moisture in the heater, no cracks... and the wire and knob aren't damaged.. it's not going to be the heater. Post some close up pictures of it here.
