Short question: Is this how DIY CO2 works?

If you hook up the airline from the bottle to a Penguin 550 powerhead, would that be enough to dissolve the CO2?
Also, I experimented with an empty bottle, but once I hooked it up to the Penguin, it sucked out the air until it couldn't suck out anymore air when the pressure equalized. Will this surge of CO2 do anything?

I actually used a penguin 550 powerhead on my 29g to diffuse co2 and it worked pretty good. Just point the flow down so the bubbles will stay underwater longer
