shy fish in the light

I noticed that my fish will alway hide and just sit there when the light is on and it is well after i turned it on. When the light is off that is when they swim around like normal. It has been like this since I bought the fish. Is the light too bright?
 
What type of fish?

It is not unusual for certain types of fish to hide during the daylight. Some fish are nocturnal, some are more comfortable hiding during the day, etc., but since you don't specify what type(s) of fish you've got, it makes it difficult to say what the problem is (or is not.)
 
Sorry, the 2 fish that hide are a tiger barb and the other one is another type of barb that I cannot recall. They only hide when the aquarium light is on. The daylight isn't as bright so it doesn't affect them.
 
They chase each other around when the aquarium light is off but once it is on the just sit there and do nothing. They won't even eat if the aquarium light is on, I have to turn it off to get them to eat. I am going to pick more barbs up but I am going on vacation next week and I would rather wait until I get back.
