not able to test the water because dont have the stuff to do it and its to late to get it right now and we dont have a heater for the tank yet but thinks alot for ur help kikuchiyo
First of all GET A HEATER! One should cost no more then $25 actually more like $10 to $15 for a heater suited for a ten gallon. At least pick up some test strips ASAP those should give you NitrIte and NitrAte readings as well and PH and hardness. You usaully need a seperate strip for ammonia. The 10 is far better then the bowl as you can controll the water chemistry much easier with more water but non the less you need to be able to test the water. I don't know what he has but try treating for Ich in a lesser dose in the mean time. Also you'll need to do regular water changes to keep the water as clean as possible for him until you ARE ABLE to test the water. Betta's have a rap of being invincable but they aren't and in my exp they tend to come down with SOMETHING once you get them home.
Anyways in short here's what you need to do. Get a heater and a thermometer for the tank. Betta's are tropical fish and need warm water to be healthy. If you raise the temp to 80 degrees you acelerate the life cycle of Ich so treatment goes faster. Also 75- 80 degrees is a good temp for a tropical fish tank to be at in general so you WILL need the heater. The temp shouldn't change more then +/- 4 degrees over the day either. Get some treatment for what ever you can determine that he has, I'm betting ICH! Follow the treatment the letter and go from there. Most treatments require you remove the carbon from the filter. I you don't have a filter of any kind GET ONE! If you do let us know what you have, describe it as best as you can we'll figure it out and advise as we can. Bestter yet if you know what type you have let us know. Most importantly GET A TEST KIT OF SOME SORT! We need to know what the water chemistry is like before we can really help you. Last of all he sounds like he's on his last lap, he might die but work with the folks here and he may just pull through this.
