sick guppy

Last week I went to the pet store and I bought 2 guppies from the same tank. And just a couple days ago I noticed that one of the tails of one of them has started to rot. The fish also stays at the surface and doesn't move much even to eat. The other guppy that I bought is fine though. What could be wrong?
 
new tank syndrome? is the tank cycled? cuz guppies tails suffer if the tank isnt cycled, since the bacteria isnt there 2 prevent rot. and i had that problem 2. i believed he was inbred in a bad way cuz his mouth was deformed. :sad:
 
Yep 24/7. No other fish have been or are attacking him though. he pretty much stays vertical and doesnt move his back fin. no other physical signs of him being sick though...
 
what is your amonia and nitrite? That will help ;) Also, how big of a tank and how long has it been set up? Other tankmates?
 
I have 3 neon tetras, 3 glowlights, an otocinclus ,a chinese algae eater, a dwarf frog, a fiddler crab, and that other guppy that i bought from the same tank. when i first bought that other guppy its tail was partially ripped but now its all healed up in fact he looks healthier now than when i bought him. and they all live fine together (well besides the crab and the frog) in my 10 gallon tank. oh and ive had this tank set up for about 2 months.
