Sick neon please help me diagnose

So I thought I would start a new thread today. Since there was such confusion (on my part) last night.

I have a possible sick neon tetra. Their is a pale yellow spot on both sides of his body. Hubby is trying to get a picture now. He is a baby neon so its really hard to get a pic. I can't test my water parameters but I do daily 25% water changes.

1) I was feeding them food that was at least 6 months old-possibly over a year. I didn't know that food went bad and it was given to me. I switched them to new food today. Could it be malnourishment? All of fish are healthy and look well fed.
2) The yellow seems to be under the blue stripe. The blue strip is still visible. It wraps around his body.
3)He doesn't seem to be exhibiting any other signs of NTD.

NTD checklist:

Restlessness and sensitivity. He's swimming fine and rests at yet. I used a flashlight to check last night
• The fish become more isolated He's swimming with the school
• The fish has difficulty swimming He is swimming normal
• The tell tale white/ pale tissue appears. yes there is the pale yellow
• As cysts develop and produce more spores, body may become lumpy or irregular. Body does not look lumpy
• Often in advanced cases spine may become deformed or curved.
Spine looks normal

The white that you see looks more like a pale yellow and for some reason I can't see the blue in this picture but I can see it on him in the tank. Still trying to get a better pic.
 
Got a video, uploading it now. Don't mind my messy tank. My pleco dug up most of my plants again along with the weights. I spent $20 on weights thinking that would stop him lol.

How's the water parameters? Have you started quaranteen measures? It's possible that it's bacterial. Do you have salt and anti-bacterial meds on hand?

See if you can get more air in the tank while we figure out what this is, and if possible, treat with some salt in the meantime to slow down the infection.

Does that mean that you don't think its NTD? *feeling relieved*

Someone suggested last night before I had pics that it could be ich so I added some salt to the tank. I do have a filter that provides a lot of aeration and water movement. I will add an extra airstone now for extra o2.

I can't test the parameters because my new kit hasn;t arrived yet. It should be here tomorrow. I can only text the ammonia tonight and its 0. I've always done daily water changes of 20-25% to clean up my plecos poop so that parameters should be ok.

For meds I have jungle fungus clear, jungle bacteria clear, melafix, marcyln, and aquarisol. However, I don't know what I can use because I have snails (which I can remove) and I have adf's (nowhere else to put them).
 
Also I was bad about the quarentine. :( I only have the 20 gallon and the 2 3 gallons. I put the babies in with my betta but after 4 days he was chasing them around. They looked perfect then, so I moved them into the 20 gallon. I should have moved the betta into a 1 gallon. :(
 
Not sure what the Jungle Bacterial Clear has in it, but the Maracyn should be an anti-bacterial. Could you read me the ingredients on the back of each? There's a list of meds that are snail safe somewhere in the inverts section I believe.

It's possible that the Betta may have stressed them out after the trip. If you have a large bowl, you can use that for the time being for the Betta, as they breath air and under water.

There's a salt bath method that may help here, but I have not tried it myself yet. It's a 3% saline solution, and you put the fish in it until it keels over. You immediately return it to fresh water, and it will return to normal. You have to be very careful with this proceedure, if you don't keep an eye on your fish, it could be fatal.

I was wrong about the jungle med. I have jungle parasite clear tank buddies. Ingrediants are praziquantel, diflubenzuron, metronidazole, acriflavine

Maracyn has erythromycin Thats the only ingredient listed.
