I just noticed that the silver dollar with cloud eye also has nipped fins. The dorsal and both the top and bottom of the tail fin look like they've been chewed on. I never see any of the fish doing this. Think they are picking on him because he is sick?

Yes. Fish will be harassed easily when weakened that is why you should isolate it immediately.
