Skimmer Vs. Water Conditioner

I don't think skimmer and water conditioner can be used to provide the same outcome...
Skimming is used generally to remove organic material (some believe protein) from the water column of an aquarium which is already running (however not 'fully' established).

Water conditioner is from what I understand a commercial term for removing chlorine (which is added to water by your water supplier) which kills bacteria and or parasites in water to make it suitable for drinking purposes or potable so you can use it as a top off for evaporation or in the use of mixing synthetic salt mixes.
You can condition water by simply leaving it stand for a couple of days (surface area dependant) as the chlorine will evaporate naturally (unless it also removes\neutralises\magically eliminates other contaminates) and is (sometimes) also marketed as generally providing a type of protective coating to your livestock... if it makes you feel good.

Conditioning and skimming are not associated.

Nothing more.
This maybe wrong and I am happy for you to point out the portions of (hopefully not all of my quote) that you may disagree with and the logical reasons why, so that we can all benefit (including myself).
“No, not all skimmers are the same” would probably be a simple answer, but nothing more than just answering simply. However I would like to treat everyone in the same courteous manner and intellectual level that may lead them to benefit from my\our comments.
My point being that I don’t believe that to achieve the same outcome each process of eliminating protein (skimming or water conditioning water for the purpose of water changes) can be used in the same context.
 
I agree with what you are saying in the context of your post...but, I just don't see how it applies to this thread and the OP's original question.
