So I'm going to get a puffer fish...

the bio spira will not be a permanent solution. bceuase his tank has cycled with a smaller bioload, the bio spira is to help the bacteria "catch up" with the bioload produced by puffers. I have talked it over with him, and he is going to be doing daily w/c until the tank levels even out after the puffer addition
 
Okay, I'll do the water changes every one wants me to do because I really want this fish. But I must ask and answer:
1. When do I start the water changes? After I buy the f8?
2. How big should the water changes be? I can easily do 25% water changes, but I will do anything as big as 100% if I will get this puffer.

2. I was actually going to cycle the tank in September but when I tested the water last week I had to get something to keep any potential bacteria in there still alive.
 
bbgs dont produce that much bioload.
the w/cs depend on how high your levela are. I would aim for 30-40% / week

You'll do the water changes every week, even now, and forever as long as you have fish tanks. 25% a week is usually good.

After you get the puffer you'll do the water change every time your ammonia climbs more than 0.25. That could be everyday depending on how things work out. You have to do tests everyday after you get the puffer to check.

The ammonia will rise when you add the puffer.

25% is fine. Will ammonia rise even if I get the puffer, remove the bb gobies and get a huge load of bio-spira?
