So i was thinking about this, it's probably a dumb question but here goes...If one tank has 3WPG and has it going for 8 hours, and another person runs 1.5 WPG for 16 hours, would they technically have the same amount of lighting?

No, it's the intensity that matters. Also, more light per day than 10-12 hours is just inviting algae into your tank.
