Soap in my pond?!?!

My husband and I just got home and he went to check the pond. It's filled with foam, as if someone put soap in the waterfall. The 2 waterfalls were barely running. Could that be what caused the foam?. My husband check the 2 pumps and was able to get them running again. But running the waterfall just causes more foam. We're currently draining the pond. I'd like to try to get the fish out, but I can't see them through the bubbles. We do know that they're still alive because we could see them before my husband got the waterfall running again.

My first thought when I saw it was soap. Theres a business near us that has a large waterfall which some loser fills with soap at least once a month. Haha, yeah maybe it was funny the first time. My husband doesn't think it's soap. He says it doesn't smell or feel like soap, but he has no idea what else it could be. He did say that the neighbor's son had a party last night and found lots of cigarette butts in our yard. We're on a steep slope, so her back deck is up above the pond.
 
It's pretty clear now. My husband used the fish net to clear the foam off the surface of the water, when we turned the waterfalls back on and it started to suds again. We're trying to figure out a way to run water through the waterfall without it flowing into the pond.

The fish still look ok.
 
that might of been frog spawn if you had taken pics i could of told you. hopefully it isnt soap b/c thatwill kill everything but hopefully you didnt unknowingly kill frog eggs either
 
If it was soap you'd defiently smell it or feel a slimy residue. Not sure what it could be best of luck.
