You can find photoshop elements in stores and you will have a ton of features for very cheap. I think I paid $45 for elements 5.0. You can change the lightness and darkness, which for most of your posted pics, would be a nice little fix to brighten them up some.
Gotta say, all the things the 'official full' photoshop has for hundreds of $$, most you won't use unless you want to go crazy with fakeness. ^.^
