correct. Mix sugar and water, add a little yeast, shake it a few times, cap it off, and voila! you got CO2 in a few hours. Same principle as bread and wine. This method of CO2 is called DIY (do it yourself).

I've been using DIY for about year now, but switching over to pressurized CO2 soon. Why? I got a bigger fish tank and pressurized CO2 is much more consistent.
