Personally, I wouldn't skimp on sand. I learned my lesson on that one.

You can get a cheap skimmer, you can get cheap powerheads, even cheap lights, but you get the wrong sand and it's a sunuvagun to fix it.

Especially if you end up with large amounts of ingredients that will make algae blooms come for years into your future...
