My tap water is very hazy, almost milky, straight from the tap. It's that way due to a high concentration of gases being released from the water, and about an hour later the water is clear. It's got a near 7 pH, and low dissolved solids, just a lot of gas.
Fill a clear glass w/ tap water, and watch it. If it clears from the bottom to the top, then it's probably just escaping gases.
I have a 55g barrel that I use to condition water for water changes. I just fill the barrel with tap water (via the carbon drip-filter that I built into it), turn on the heater, and turn on the pond pump to keep the water moving. After a few days I use the pond pump to pump clean water into my tanks for water changes. I can test the water to assure that it is the same temp/pH as my tank water to minimize stress during water changes. It also gives me the option to completely flush out my smaller (29g, 20g) tanks with +100% water changes should something go awry (though, knock on wood, I've never had the need).
