I plan on starting a 30 gallon fish only tank. Inside the tank will be live rock and one dwarf lion fish. I plan on using a skimmer as filtration. My question is what other types of filtration will I need? Also, would I need a powerhead or would live rock suffice in terms of oxygen? Thanks for your help!!

lr doesnt provide oxygen. you are going to need a few powerheads. The skimmer will give you a lot, and the powerheads will help with o2 as well as water movement. A HOB filter with carbon and maybe a bio wheel would be good too.
I too have a 30 gallon, and I have a canister filter, 2 powerheads, and a coralife super skimmer on mine.
