starting a new tank

you will have to have your water tested some way or another most likely. You can either take it to a local fish store (LFS) or buy the test kits yourself. once there is no sign of ammonia or nitrite (or a safe amount) after 4 weeks are up, you are ready to go, your bacteria culture is ready!
 
well basically all you really need to do is set up your tank like there were fish in it (water, gravel, plants, filter and all) and let it sit for about 4 weeks, until the levels of ammonia and nitrites subside becuase of the development of the bacteria cutlure.

Vato, you forgot one thing. a source for the ammonia. Wickedclown, if you are doing a fishless cycle, you need a source of ammonia for the bacteria to feed on. read the sticky on cycling. It will have info on what kind of ammonia oyu need and everything. Also, adding some filter material from an established tank will speed the process WAY up, down to as little as a few days.
